The building represents the negative construct the two formed over time. Ocean is the barrier between them and emotional resolution, The riffle symbolizes his potential choice to pop their negative tension in a negative way, These are the only three elements that mean anything. Besides the two avoiding each other completely until the buildings collapse which shows the lifting or "collapse" of tension brings them closer together.

The building isn't their relationship, it's the end of their relationship. They can see the end, the impermanence of the relationship is known to both and they are together awaiting its arrival. When the building falls, neither is in that location on the beach anymore. The spot under the umbrella was the relationship.

My thoughts, and this is way out there. This song is an extension of The Dirty Heads-Lay Me Down. If you know the song I'm referring to, then this will make sense. The two lovers finally found their paradise, and that is what the temple in the middle of the ocean symbolizes. The man is defending his paradise with the rifle, much like he did in the Dirty Heads Song. The coppers finally catch up with the two and he shoots one of the officers down. The tower falls and that symbolizes the downfall of their paradise. "I feel our time has come" The final dance at the end is their last moments together before they are shot down. "I'd rather die together than be stuck up in a cell"... They came to peace with their demise because the new life is not all what it cracked up to be. It is not like their past hence the acceptance of death... "I forget where we were"... It made more sense in my mind but yup.
