While Alan may be criticizing his country, I think he still wishes it well judging by the tone and arrangement of the song. It's certainly not angry. In the US, while pop musicians aren't often critical of the country, they can be political off-stage. Barbara Streisand threatened to leave the US after George W. Bush was reelected. Randy Newman lampooned the southern US in his hit single "Rednecks". Getting back to Alan Price, this really is a beautiful song.
