The more I read the lyrics while listening, I believe that in this song, Cohen is speaking to an individual who represents a period of addiction that he and his lover went through. The unnamed recepient of this letter may be a real person or just the drug itself, but here the idea of a 'bad influence/phase' in his lover Jane & his own life is a person who was obviously quite seductive and served a purpose to bring experience and life to their lives, but whose use has run out
