I took this song as a metaphor for a man who just can't take a big risk for fear that it will fail. He watches other people (the birds) fall as they take the risk but he also sees that in the end they succeed and "flap their wings at the last minute". Basically the song is about an internal conflict of whether or not he decides to take the plunge, not about drugs.
